Federal Public Service Commission

The Federal Public Service Commission (FPSC) is a federal agency of Government of Pakistan that is responsible for recruiting civil servants and bureaucrats for Government of Pakistan.

History of FPSC

The Public Service Commission was set up for the first time in British colonial rule in 1926. After independence, the commission was established in Pakistan in 1947 under the provision of Government of Pakistan Act. A statutory body of the Government of Pakistan, constituted in 1947, functions under the guiding principles of Articles 18, 25, 27, 34, 36, and 38 of the Constitution of the Islamic Republic of Pakistan 1973 and under Section 7 of the Federal Public Service Commission Ordinance 1977.

Functioning of FPSC

At present, the commission is functioning under article 242 of the constitution of Islamic Republic of Pakistan. It has been provided autonomy under the Rules of Business, 1973 and FPSC Regulations, 1978 in its working. The commission has also been given administrative as well as, to some extent,

Composition Of The Commission

CHAIRMAN: Haseeb Athar
The commission consists of a chairman and the members. The chairman is appointed by the President of Pakistan, in his discretion, under Article 242 (IA) of the Constitution of Pakistan (1973). The members are appointed by the president on the advice of the Prime Minister of Pakistan. The commission is assisted by the secretary, who provides a link among the commission, its secretariat and the government agencies.

About CSS Examination (Central Superior Services of Pakistan)

CSS is a competitive examination through which FPSC recruits the bureaucrats. It is the biggest competitive examination of Pakistan for recruiting bureaucrats.

Punjab Public Service Commission (PPSC)

History  of PPSC:.

Punjab Public Service Commission(PPSC) is the oldest Public Service Commission in the country. It was established in April 1937 under the Government of India Act, 1935. Its functions were defined explicitly in the1956 and 1962 constitutions as well. Its main responsibility is making direct recruitment for various posts under the Government of Punjab. 'Select and recommend suitable candidates through a merit-based, transparent and expeditious process to promote excellence, professionalism and competence in the Punjab Public Service and render advice to Government.

Mission of PPSC:.

Select and recommend suitable candidates through a merit-based, transparent and expeditious process to promote excellence, professionalism and competence in the Punjab Public Service and render advice to Government.

Objectives of PPSC:.


  • To establish a competent, efficient, professional and responsive Public Service to meet the challenges of the twenty-first century
  • To act without fear or favor ensuring functional independence, political neutrality, accountability and integrity.
  • To uphold standards, policies, guidelines and rules governing selection processes;
  • To develop and implement rule-based selection criteria and processes to ensure fair and equal-opportunity to all candidates
  • To render advice to the Government, where necessary, on policies, methods of recruitment, selection criteria and processes, to ensure efficient selection process and to attract best possible human resource for various posts.


Function of PPSC:.


  • To conduct tests, examinations and interviews for recruitment to:-
  • Such Provincial Services and posts connected with the affairs of the Province, as may be prescribed; and
  • Such posts in or under a Corporation or other body or organization set up by Government under any law, as may be prescribed;
  • To advise the Government on such matters as may be prescribed relating to the terms and conditions of service of persons who are members of a Provincial Service or hold posts in connection with the affairs of the Province.
  • Such other functions as may be prescribed.


COMPOSITION of PPSC:.

Currently the chairman is Syed Sabahat Hussain. Currently the secretary is Mr. Javed Iqbal Chaudhry. The Commission comprises a Chairman, 13 Members, one Secretary and a strength of over 300 staff.

Appointments Criteria of PPSC:.

The Chairman is appointed by the President of Islamic republic of Pakistan, in his discretion, under Article 242 (IA) of the Constitution of Islamic Republic of Pakistan, 1973.

Appointments The Secretary is appointed from amongest serving government servants by the President, or a person authorized by him, in consultation with the Chairman.  The members are appointed by the President on the advice of the Prime Minister of Pakistan.

Appointments The Chairman, or a person designated by him, shall be authority competent to make appointments to various posts of Officers and Staff of the Commission. The Commission is assisted by the Secretary who provides a link among the Commission, its Secretariat and the Government Agencies

Protection of Service of the commission The Commission may work without the interference of the Government or any other pressure, as Member of the Commission cannot be removed from his office without the advice of the supreme Judicial Council of Pakistan which consists of ;

  1. Chief Justice of Pakistan
  2. Two next most senior Judges of the Supreme Court of Pakistan
  3. Two senior most Chief Justice of High court

NATURE AND SCOPE of PPSC:.

The Commission is responsible for recruitment to various posts falling in Grade-16 to 22. The primary function of the Commission is to ensure that all posts are filled strictly on merit.

SELECTION PROCEDURE of PPSC:.

Requisitions on prescribed form are received from the Administrative Departments for recruitment to various posts. Applications are invited from the candidates against the posts advertised through the press. Candidates are admitted to the written examination/test provisionally at their own risk.

Eligibility Eligibility of the candidates depends upon the selection criteria and service rules. Applications of ineligible candidates are rejected. Qualified candidates are interviewed by the Commission and recommended on the basis of aggregate merit.

Competitive Examination The competitive Examination comprises the following: Written Examination, Medical Examination, Psychological Assessment, Viva Voce

Criteria for Applying  A candidate for admission to the examination must have attained the age of 21 years and not over 28 years. The upper age limit will be relaxed by two years up to the age of 30 years. A candidate must hold at a Second Division or Grade “C” Bachelor’s degree in any faculty of one of the Pakistani universities or an equivalent degree of comparable educational qualifications of a foreign university

Criteria for applying A candidate who has obtained a Third Division (or ‘D’ grade) in his/her Bachelor’s Degree will eligible for the examination in cases where he/she has obtained a higher Division in Master’s Degree. Candidates for the examination must be a citizen of Pakistan.

Criteria for Applying Candidates applying on disabled quota will be eligible for open merit scats also.  Male and Female candidates domiciled in any district of province of the Punjab. The form fully completed in accordance with the "Instructions to the Candidates" along with attested copies of all educational certificates, domicile and other documents are required.

Qualification of paper setter The tests of this Commission are developed by universities professors. Who has ten year teaching experience in university level. If test is developed for 17 grades then the test developer must be 18 grade assistant professor or above. The criteria of test developer change/vary from test to test.

Qualifying Marks Candidates who obtain less than 40% marks in any of the Compulsory subjects and 33% marks in any of the optional subjects will be rejected. Credit will be given for orderly, effective and exact expression in all subjects. If any candidate writes his/her Roll No. (except in the space provided for this purpose on the cover of the answer book) , he/she shall be awarded Zero mark in that paper.

Qualifying Marks Candidates must use blue or black ink only in their Answer Books otherwise zero marks may be awarded. Disabled candidates like visually impaired (Blind), physically impaired, hearing/speech impaired (Deaf & Dumb) will be provided helper such as Writer, if so requested by them in their application forms.

Medical Examination All candidates must be in a good mental and bodily health and free from any physical defect likely to interfere with the discharge of their duties. The candidates who (after such medical examination which Government or the appointing authority, may prescribe) are found not to satisfy these requirements, will not be appointed except disabled candidates.

Psychological Assessment All candidates called for Viva Voce will required undergoing Psychological Assessment, comprising written tests and group tasks. Such tests are designed to assess abilities; attitude and personality characteristics of the candidates will special regard to their aptitude for the Civil Services. Separate marks are not awarded for the Psychological assessment.

Date of Birth The data of birth accepted by the Commission is that entered in the following documents: Matriculation Certificate Secondary or Higher Secondary School Leaving Certificate Certificate of birth from the Principal/Headmaster of the School. In case of Christian candidate birth registration certificate is required.

Age Relaxation The upper age limit will be relaxed by two years up to the age of 30 years in respect of: The candidates belonging to the Scheduled Caste and Buddhist. The candidates who are disabled. In Service Government Servants etc.

Subjects of Examination Compulsory Subjects are same for all professional examination in which English, English Eassy, Urdu, Islamic studies, Pak Studies, General Knowledge Each subject carry 100 marks. Here is a mega list of Punjab Public Service Commission (PPSC).

Options Optional subjects, marks and time schedule are different for 23 professions.

Problem and issues When we ask about problems and issues to the Secretary, He told us that they don't have any problem or issue except the centre of examinations, which is not appropriate for this exams and should be in many cities of the Punjab. They said that their system is perfect.
